Dr. Baker’s research areas of interest within CHP include healthcare policy, rural workforce planning, healthcare financing, and performance improvement. He is a co-developer of the Community Apgar Program for critical access hospitals and community health centers which is currently utilized in ten states across the US, and Australia through a partnership with the University of Melbourne. Dr. Baker is also the principal investigator for the Montana Critical Access Hospital Community Apgar research program and the Idaho Medicaid Capitation Project.
